Duties of the County Clerk 
 
The Clerk is required to keep "Cash and Budget" balances for all county funds and assist in preparing the County Budget. As a coutesy the Clerk also assists other taxing subdivisions in preparing their budgets. The clerk is responsible for figuring levy rates after receiving assessed valuations from Appraiser and budgets from the taxing districts. The clerk then balances the tax rolls, prints tax statements and delivers them to the Treasurer for collection. The clerk is also known as the County Election Officer and therefore is responsible for all National, State, County, City, Township and School District Elections. The Clerk is required to attend the sessions of the Board of Commissioners either in person or by deputy. The clerk keeps the documents, records, and all proceedings of the board. Distributes Motor Vehicle Tax and submits distributions to the County Treasurer and also estimates the revenue for the next budget year. The County Clerk and Treasurer keep a duplicate set of accounting books for over 150 different funds. At the end of each month we compare funds to verify that all the funds are in balance. The Clerk's Office sells Hunting, Fishing, Deer and Turkey licenses and has applications for other permits that pertain to Kansas Wildlife and Parks. Wal-Mart is also a vender in Jackson County. The Clerk is also the "Official Records Custodian" for the maintenance of the public records of Jackson County.
 

Kansas Homestead Refund January
through April 15
 
 
The County Clerk's Office has the forms available and will assist you in completing them. The Kansas Homestead Program provides a property tax refund for eligible home owners and renters whose total household income is $29,700 or less, and who were a Kansas resident for the year. In addition, Kansas residents whose adjusted gross income was less than $30,300 are eligible for a food sales tax refund if they were 55 or older, disabled or blind the entire year or had a dependent child they claim as a personal exemption.
 

Voter Registration 
 
Registration is required before voting. You can register to vote at the County Clerk's Office or by mail. Registration closes 14 days before any election and re-opens the day after the election. If you move within the County but fail to re-register you may vote a provisional ballot at your new voting location.
 

Advance Voting 
 
If you are a registered voter you can vote before election day. Request a form or you may cast an advance ballot in person by going to the Clerk's Office starting one week in advance up until noon the day before the election.
